بيان صادر عن مكتب هيئة الأمم المتحدة للمرأة في فلسطين والمكتب الإقليمي لهيئة الأمم المتحدة للمرأة للدول العربية
تضم هيئة الأمم المتحدة للمرأة صوتها إلى صوت الأمين العام للأمم المتحدة ووكالات الأمم المتحدة الشقيقة في الإعراب عن القلق البالغ إزاء استمرار العنف في الأراضي الفلسطينية المحتلة وإسرائيل، ولا سيما استهداف الفئات المدنية وقتل الأبرياء، بمن فيهم النساء والأطفال.
يعترف قرار مجلس الأمن الدولي رقم 1325 لعام 2000 بشأن المرأة والسلام والأمن بأن الفئات المدنية، ولا سيما النساء والأطفال، يمثلون الغالبية العظمى من الفئات المتضررة من النزاعات المسلحة؛ حيث يؤكد القرار على ضرورة التنفيذ الكامل للقوانين الدولية الإنسانية واتباع قوانين حقوق الإنسان التي تنص على تحمل جميع الأطراف مسؤولية حماية حقوق المرأة والطفل في أثناء الصراعات وبعدها. والنساء والأطفال بفلسطين ممن يعيشون تحت الاحتلال ليسوا باستثناء.
وعليه، تدعو هيئة الأمم المتحدة للمرأة المجتمع الدولي إلى الإحاطة علمًا بأثر دوامة العنف هذه على الفئات التي تعيش ظروفًا هشة، وبخاصة النساء والأطفال العرضة حاليًا لخطر الإخلاء القسري في القدس الشرقية وهدم المنازل في غزة، وأن يأخذ في عين الاعتبار ضرورة اتخاذ تدابير تقدم دعم إنساني شامل ومستجيب لاعتبارات النوع الاجتماعي، بما يتضمنه ذلك من تقديم خدمات الاستجابة الى العنف القائم على النوع الاجتماعي والصحة الجسدية والعقلية، وخصوصًا ضمن سياق جائحة فيروس كورونا المستجد (كوفيد-19).
ومع الاعتراف بالطابع غير المتوازن للتصعيد الجاري وعواقبه، تدعو هيئة الأمم المتحدة للمرأة جميع الأطراف إلى احترام حقوق الإنسان وممارسة أعلى درجات ضبط النفس والعمل على إلغاء التدابير التي تسببت في الوضع الحالي، وإذ تدعو المجتمع الدولي من جديد، وخاصة الشركاء الإقليميين والدوليين للجانبين، إلى العمل معهم من أجل التوصل الى هدنة فورية تمهد الطريق لحل سلمي وعادل للصراع الإسرائيلي الفلسطيني وفقًا للقانون الدولي وقرارات مجلس الأمن ذات الصلة

UN Women joins the voice of the Secretary-General of the United Nations and sister UN agencies in expressing grave concern about the continuing violence in the Occupied Palestinian Territories and Israel, especially the targeting of civilian groups and the killing of innocent people, including women and children.
UN Security Council Resolution 1325 of 2000 on Women, Peace and Security recognizes that civilian groups, especially women and children, represent the vast majority of groups affected by armed conflict; The resolution affirms the need to fully implement international humanitarian laws and follow human rights laws that stipulate that all parties bear the responsibility to protect the rights of women and children during and after conflicts. Women and children in Palestine who are living under occupation are no exception.
Accordingly, UN Women calls on the international community to take note of the impact of this cycle of violence on groups living in vulnerable conditions, especially women and children who are currently at risk of forced evictions in East Jerusalem and home demolitions in Gaza, and to take into account the need to take measures to provide humanitarian support It is comprehensive and responsive to gender considerations, including providing response services to gender-based violence and physical and mental health, especially in the context of the emerging coronavirus (COVID-19) pandemic.
While recognizing the unbalanced nature of the ongoing escalation and its consequences, UN Women calls on all parties to respect human rights and exercise the highest degree of restraint and work to abolish the measures that caused the current situation, and again calling on the international community, especially the regional and international partners of both sides, to act With them in order to reach an immediate truce that paves the way for a peaceful and just solution to the Israeli-Palestinian conflict in accordance with international law and relevant Security Council resolutions.
